So, I've been playing for 1 week and I haven't run into anyone in freemode (that's what it's called?). Did I miss a step?

As of currently, the servers accomodate 16 players, so on average/at max 5 ships per server. This is down from the intended 6 per server, and can make the sea's a little lonely sometimes. Furthermore, a lot of people tend to keep to themselves, and tend to stay in their own little corners or away from too much interaction, so there may be players, you just haven't seen them yet! You can easily come across 1 or 2 of the active ships if you sail from one region to another, if you're interested in interaction!

It's called adventure mode...but as there is only that mode you can call it just Sea of Thieves...
Sometimes you get servers with crews, who just want to fight, sometimes it seems nobody is around...
Me and my crew are mostly PvE players and we know where to park, so it's hard to find us...the map is quite big and there are just 4 other ships on the server...so they might be hiding somewhere
It's random but in general you will see less organic interaction.
5 ships down from 6 brings down some crowding in popular areas but what leads to the significant empty feeling on regular basis is a combination of an abundance of content mixed with a lot of people that opt out of the organic experience and hop for quick activity.
There are narratives that people can never get left alone to pve/explore out there but what the activity consistently shows is that unless people are stacking as reapers or getting spotted as athenas they will largely have a lot of empty space and alone time.
There still exists random happenstance pvp and interaction/piratical clashing but it's way down.
People have many options and the hunters are trophy hunting even though trophies are dying off because of the risk/reward imbalances that allowed long term over killing.
If you want some action, do world events as a reaper, look vulnerable and/or valuable as a high grade reaper. Someone or their hoppers will find you and you can fight them, you won't get much treasure out of it but you can fire some cannonballs at pirates.
If you want organic interaction and possibly friendliness you just gotta look for ships and communicate clearly to see if compatibility between crews exists.

No, closed crew sloop has nothing to do with the activity on your server.

All that does is prevent random people joining your ship. Closed crew is invite only, for your boat only. Your boat will still be with other people. It's just a considerable amount of the community doesn't want to pvp and peaceful interaction is rare, so you end up with people sticking to the sides or playing in the devils roar where most players don't go
@bryantcore3643 it’s called Adventure mode also that happens sometimes you hit the seas and see no one other days you can’t seem to get away from the other crews

This game is not remotely as populated nor have the same caliber players from when it was released. The sea is dead alot of the time. People don't like to pvp anymore.
@bryantcore3643 we are nearing the end of season it tends to be slower. As soon as the next season drops (next week Thursday) it should set the sea ablaze once more with folk working on both the new (long awaited) captaincy goodies and the new season track.

You make it sound like it's a bad thing.
There is a couple of ways your (or other players ) ships can get marked on the map:
1 - raise the “reapers mark” flag, this can be done from the flag chest in the crows nest (this shows as a reapers mark flag and a shadow of a ship on the map)
2 - vote to become an emmisary of the reapers bones, this again shows the ship as a shadow on the map but this time with a banner that shows the grade of emmisary the crew is ( 1 - 5 )
