It is difficult to take proof of cheaters cheating the game. In a game wherein majority is based on skills, it goes against such philosophy to have cheaters.
Please impose an anti-cheat program.

People with private programs will continue to be one step ahead
People that download free public cheats will get data mined and banned like they already do.
Massive accusations with no proof will still happen.
I see people make accusations daily and very rarely does anything even look odd. I see exactly what they see and they are still convinced when there is no real proof about it.
That doesn't mean things aren't happening out there. There are pockets of activity that include cheating but there isn't any proof or any significant evidence that suggests that it is widespread.
Run capture, clip weird stuff, report weird stuff, let them figure it out imo.
Personally I go full benefit of the doubt, I don't know so I don't report. I'm not interested in reporting people without having a strong reason to believe that there is an issue. You are free to report what you wish tho.
If there was a significant neglect when it comes to handling cheating there would be clear signs of it.
LOTS of spam including joining open crews, LOTS of running into bot activity for a variety of different monotonous tasks.
Environments with low and/or poor cheat enforcement are flooded with clear signs of it. There are pretty much no signs of this during the organic experience.

I've only been 100% certain we experienced a cheater once.
The rest of the time we've been outplayed. I've also never reported anyone.
My story;
This was before the storage crate change making it faster to loot. Firstly, we were attacked by a 2-man sloop, sunk them with a lucky kegging in a fair exchange. They were decent, but regular players & came back at us immediately. We had an alliance of 8 men on a single Gally, mostly well experienced with 4 of us non-stop trying to board them, naval combat for 2+ hours. They had very little free time to fire off for supply runs. We eventually ended up running from them for lack of supplies. They must have launched 300+cannonballs at us minimum, a similar number of chainshot and a never ending barrage of fireballs. And they didn't miss, including super long range on the cannons. I've not experienced this level of cannon accuracy before or since. Then when one of them boarded us, he wiped all 8 of us with only a sword, no matter how many blunder bombs or bullets he ate to the face.
Never ending supplies after we'd already sunk them is a big red flag for me.
@smuntface There at least used to be a bug where you got infinite supplies and were invincible. Saw it in arena a few times. Not third party cheat just an exploit. Had it myself once by accident.
