Can't look around in the water, works on the boat and (some) islands. It's not my hardware considering it's all brand new. Was working flawlessly and then suddenly after defeating a kraken I was stuck only being able to look up and down. It screwed me out of 3 hours worth of loot.
Camera bug
I got the same glitch after offloading some merchant crates. It was temporarily fixed when I climbed up the ship ladder, but was bugged the moment I got off the ship at the next island. The most that can be done in the moment is sitting down in a seat can move the camera position, but it will be locked again when you get up.
As far as I can tell, the camera lock is only on the player's side as the crew I was with saw my character could still spin around and any crates I was carrying would be placed wherever my character was facing even if my camera was locked in a different position. I was lucky enough to be in a crew, so I could just leave the game and come back in, but I haven't seen another way to fix it. I might post a video since I was streaming at the time, but I hope it gets fixed.
Did you try killing yourself and swinging by the Ferry. Most of the time I get weird glitches, if I die and respawn it clears the problem (not always, but most often).
If you're solo you could try force quitting the game (rather than selecting Leave Game from the menu) and then relaunch and you should get an option to rejoin your previous session with all your loot and ship right where you left them. If that also doesn't clear the issue, I'd try submitting a Support Ticket about it.
