We don't even have private servers for non-partner players, so I don't think something like this will come anytime soon.

This game was made with PvEvP in mind something like this goes against the vision of the rare developers. This game was designed with the threat of PvE in mind a simply PvP experience will alienate the player base and ruin the game for half the players
