A faction where you're rewarded for... Get this... Giving the treasure back to the people you sank? This could of course be a minor addition to a revamped Sea Dogs emissary sort of thing. Good idea?
New PvP Faction
pushed cooperation and the most easily cheesed objective
neither work for the game imo even though they are repeatedly attempted
People can figure it out themselves imo
If I like someone from the crew that attacks me and I win I just invite them to my crew to sell the stuff and leave it at that. No obligations no carrots dangling just an organic arrangement between 2 parties when it feels right
Things that happen organically when dealing with other people work better than trying to manipulate people into some form of cooperation in a dangerous pirate game
if the standard for the spirit of the objective can't be maintained then it never really adds much to the environment
@wolfmanbush manipulate? No one would be forced to join this faction or raise emissary. It would just be one more option. An emissary that rewards friendly behaviour is no different than the reapers promoting aggressive behaviour. This isn't to say that Reapers are bad, they're vital for the player ecosystem. I'm just saying it be nice for people to see a ship on the seas and know that they won't be ganked on sight. This would also lead to more interactions that would promote more cooperation. Sea of Thieves has examples of good and evil morality all over the place. FlameHeart, Reapers = evil / Pirate Lord = good. I'd like to see something that is the Ying to the Reapers Yang.

How would it be tracked? how would the spirit maintain a standard?
All it would be is like stolen commendations or like the giving commendations a lot of annoying lottery attempts and things being accomplished outside of the spirit of it
Here is the reality of the environment. People that are pleasant pirates already don't sink everyone, they don't attack crews that don't have much value. They already give stuff back to people that they regret sinking or have a change of heart on.
Pirates that sink everything just to sink everything cannot be converted through incentives. It's a personality thing. Personalities are changed from within, not through incentives
All this would do is create a scenario where people that are upset about getting sunk would further have to deal with pirates that do not care, and everyone else just has to finish off commendations that they really don't want to deal with

Reapers really isn't pvp it's just high danger/high reward
and the environment is more pvers being reapers until they get pvp'd than pvpers using reapers, for a variety of reasons
I think the mistake on suggestions like this is thinking that incentives change hearts and minds of people. Incentives just give people something to benefit from but it in no way changes how someone views something.
Some people view this world strictly as a game. They do not care who they sink or for what reason. They simply do not care how others feel about that. They have no obligation to change or feel differently as the game is marketed as allowing it as an option
Some people view pirates as people and adjust their decision making accordingly. They don't separate their feelings from the gameplay and this is ok too.
In a shared environment these types are going to clash a lot and the best way to move on from that is quickly. Getting them to separate as fast as possible and not trying to turn a tense interaction into a friendly encounter.
Coexisting is entirely possible and it mostly works out fine in the game but the repeated attempts to get 2 very different types of people and pirates to deal with each other for anything other than short interactions will never have any sort of authentic or consistently positive results imo

They're not - you're sounding like the Gold Hoarders we sunk while we were Gold Hoarders.

Only thing "forcing" those types of players is their own FOMO.
Cosmetics, titles and commendations are all optional. Unless Rare locks an essential component of the game behind an activity, they're not forcing players to behave in one way or another.
That said, I don't see the point of a trading company designed entirely around giving loot back to people you've sunk. And I especially don't see it being tied to Sea Dogs in any way that would make sense.
If you're going to play nice, it seems more logical to leave the other crew alone. Let them keep their supplies; let them continue their voyage in peace. Sinking a crew, with the intention to give them their stuff back, idk, just doesn't seem right.
Good luck giving back the loot when the crew you sank leaves the server or chase them around to return their castaway chest. This faction seem very boring, unprofitable and just Reaper bones but more friendly. This Idea is kinda suck :/
Just become a Reaper if you are looking for both profit and batting other people or play the arena if you only care about fighting people rather than getting payed.
We don’t need another “PvP Faction we already have two which are the Sea Dog and The Reaper Bones.

Except for how Rare designed factions around certain playstyles yet leaving ways to advance said faction outside of that playstyle.
You have to play Arena to get the Legendary weapons, yet you do not need to PvP and can just cash in chests for wins. (just makes it easier to win if you can do both)
You have to play Reapers to get some decently cool cosmetics and potentially use it as one of the 3 factions to get Athena unlocked, yet you do not need to hunt down other emissary ships to advance through it (just makes it faster to do so)
Making a faction that can only advance by stealing and then giving loot back is absolutely stupid. Why make players steal it in the first place then? His idea would 100% be mermaid/siren gem advancement for me and probably many others just like hunter's call was.
