Put training dummies or targets at outposts, so you can use your guns, your ship cannons and perhaps a cannon on the island and shoot at the targets to improve your aim in a relatively safe environment. Just paint some rocks or something. :)

Why the need of a safe environment to test guns and cannons ?
There are a lot of targets already on several islands (every weapons shop has one as several other islands).
Skloops and Skalleons are great for target practice with cannons.
Some people use the bells on ships, I prefer the drifting kegs in the berrels'o'plenty for some Eye of Reach aiming.

you shoot it and it expands close enough for shooting and people can shoot individual fragments as practice
it'll stay in the sky longer but will still all fall/disappear after a while
