Aye, sadly this can still be the case... when a ship fails to spawn the manifest, however, should have been floating in the spot. Maybe another crew stole it though!
@metal-ravage I've had that before but, this time round it didn't even have that. It just had empty ocean.
The last clue gave me a span of less than one square to search in for the wreck; no birds, no wreck, no manifest in that square of any of its surrounding - it was just disappointment especially on a "ghoul and glory" weekend.
I've probably done over 100 of these now and in my experience, 10% have some issue of either the ship not spawning and the manifest just floating, or no key despite obsessive searching.
Most of the time, it is a missing ship and floating manifest.
I still like doing these voyages as they are very profitable when they work but its a shame they are still buggy. Great to do right before daily gold rush to quickly boost emissary.
