A friend just told me spawn camping for no reason other than to have target practice is banable. Is this true?

It depends on the situation.
If you just kill someone a couple times to take their resources, there’s nothing wrong.
If you boarded them and are spawn camping them to sink them, there’s nothing wrong.
However, if you board someone just for target practice and keep killing them for an hour, you can get banned because the other person can report you for bullying.

Primarily what's bannable is persistent toxic behavoir. Which can include spawn camping, especially if youre going out of your way to find specific people to spawn camp.
And ultimately I'm sure you know, the extent to which your own motivations are driven by getting a reaction out of other people. And the more they are the more you'll be driven to things that could get you banned. But, if they're not, or it's mostly not a driving factor, I wouldn't worry about it.

Scuttling is only an option if more than half your crew wants to.
But, realistically, what do you as the attacker in this situation get out of the spawn camping? If you are just killing someone over and over again for, I dunno lets say 15 minutes. What is the benefit that you achieved? Obviously they aren't nearly as good at the game as you. It's like bragging that you can run faster than a 2 year old.

who is to say what my motivation is? I can't say anything for certain, but i can't imagine spawn camping is bannable in this game. why wouldn't you scuttle if you have no chance of winning and are getting spawn camped? i would say this is more n the defeated crew than the winning crew, lets all try to find our own solutions before crying to RARE. We have the tools, lets use them.
On another note, i have been in the situation that i had a lot of loot and didn't want to just let it go. I was spawn camped for about 10 min before i gave up. Its not exactly what i wanted to do, but i had to pick myself up and keep on keeping on you know?

Why do people always assume that because someone supports the freedom of choice for others that they condone what other's do or participate in it?
Enforcing morality in gameplay is just the loudest controlling others. It's not justice or "right" it's just how the loud feel and the devs catering to the loud.
As long as people have the option to easily remove themselves from the situation the fights are consensual and should play out how they play out without interference.

Fortunately for you, you don't have to imagine the situation - people have been banned for spawn camping. It's not a hypothetical. The most recent "high profile" one that I'm aware of it was because the crew who did it was throwing out sexist insults at the person who they were spawn camping.
Which gets to the point - the actions and context that accompany the spawn camping are what gets you banned. If you are being a toxic mic while doing it (and it gets reported) you'll probably get a ban. If there's nothing on their ship, and no reason to do it and you do it for a long time, you'll probably get a ban but maybe not.
There's not a hard line, because there are legit reasons to do it. But, that doesn't mean you have carte blanche and it's always ok. Rare will look at the context when it's reported and make a decision.

If the team won't scuttle the team accepts the fight. A crew is a crew not an individual the majority rules if a person disagrees with the majority that's between their crew not the other crew
Another crew shouldn't be subjected to penalty for your morality or your ego when it comes to gameplay. They get to pirate how they want and you get to pirate how you want in a pve/pvp environment. You consent to the risk of pvp by playing the game. You might not like how they pirate but they aren't under any obligation to play how you want or sink/not sink kill/not kill how you want

Nobody here condones serious personal attacks and they have nothing to do with gameplay. Spawn camping has nothing to do with personal attacks and spawn camping should have nothing to do with a report over it or punishments involved
This is a game where people can lie, betray, rob, and sink all day long
absolutely ridiculous to act like repeatedly killing someone that repeatedly consents to fighting by entering that portal is somehow crossing any lines at all. This is 100% hurt ego is all it is

So what your saying is that someone was banned for making sexist comments. this is not the same as being banned for spawn camping. its kind of like saying "Yes you can be arrested for going to church, look that guy was arrested in church while shooting his gun in random directions for on reason." The guy wasn't arrested for being in church, he just happened to be there. Same with your example, they where not banned for spawn camping (i assume) but for there sexist comments, which ARE against the rules and is bannable.

I do it for target practice, warm up and inflict fear of Maiden Voyager title with default ship set.
I had ship full of Pirate Legends running scared after they attacked me. That should teach them a lesson to leave new players alone. I am pretty sure after getting spawn camped repeatedly, everything stolen, next time they see a new player ship they will hesitate.I got your back neebies :)

so if i just stacked a gold key vault, then got an athena you would leave me alone if i asked and didn't fight back? I think the answer is to skuttle and mute other players if you really don't want to hear there trash talking.
To be clear! trash talking is good clean fun and not raciest sexist or other truly insulting things. anything that insulting should be banned immediately, but we are no longer talking about the act of spawn camping which is 100% fine.

Spawn camping is a valid way to loot resources or guard holes to sink the ship. The target practice thing is ridiculous, so let's not pretend on that point. You'd get better target practice chasing pigs and chickens.

Now, simply being a jerk isn't bannable. But you're still being one. Just because the victim has a means of escape doesn't make your actions any less jerky.

I think this is where the this thread amalgamated from.
I don't think spawn camping by itself is toxic. There are multiple ways out of it; it's humbling but you've already lost regardless if you can't bust them off your ship. I certainly can't.
Inversely, I would say 90% of the people who spawn camp and keep the ship up tend to be toxic. Not all of them, but, you know what I mean; at least one person on the Reaper 5 Gally has plenty to say about you and your sexual preferences.
Getting spawn camped is salt inducing but I don't think it's bannable.
@shifty189 I'm just saying I don't care for spawn camping for sport.
If I was solo slooping and that was the only way to sink someone sure by all means. I just don't see how it's fun to kill someone who can't defend themself. just sink them and leave
@ajm123 now that I agree with. I don’t see the point in spawn camping just to spawn camp, but if I need to defend holes or snag supplies it fair game.
Nope, as long as you do it without verbal harassment you should be fine. If someone does not want to be camped they have the option to scuttle.
But good sportsmanship is a different story... if they are that easy you can keep it up for that long, is it really practice? Why not head into the Arena for that?

Chickens, pigs and skeletons have somewhat unpredictable movement, but nothing close what a player can do. Not to mention that you can't really find an endless supply of them in order to do any meaningful aim-training.
Feel free to think I'm a "jerk" for saying this, but camping a larger crew will (unsurprisingly) prepare you for boarding combat/PvP better than shooting animals, skellies, or bells on your ship :P
Now, I will say that camping smaller or new crews (or even fresh spawns) can be "jerkish," especially when the people doing the camping are at a skill level way above the camped crew's. Though I didn't see you specify this, so maybe we can agree on this and disagree on the rest.
