I purchased the plunder pass while I was in game, already at tier 6 or 7. I did not receive the tier 1 exclusive Dark war smith pistol at that time so I thought maybe just give it some time but then I made it to tier 10 and got the exclusive reward for that one and still not the pistol. I have logged out and reset the game multiple times. It’s been almost 12 hours and still not received the pistol but I have other exclusives such as the dark war smith blunderbuss. Bugs are expected with new features so I understand but would like to know that I will still be getting it sometime.
Not receiving Plunder pass exclusive
I'm experiencing the same issue. I own Sea of Thieves through Steam. I originally purchased the Plunder Pass through Microsoft/xbox. It didn't apply to my account even though my accounts are linked. I received a refund then purchased the Plunder Pass through Steam. In game it now shows "Plunder Pass Purchased". Yet the rewards, that are supposed to be unlocked with a plunder pass, are still locked.

Charging customers for items they don't receive is a sure fire way to ensure those customers never spend money with your company again.
And over $10. Tisk tisk Microsoft.Do I need to request a second refund and forget about the Plunder Pass? Or will the premium items, that are already unlocked in prior renown tiers, be made available to Plunder Pass owners soon?

@syire Update - The premium items eventually became available. For anyone else encountering this issue, I would advise waiting 24-48 hours for the system to refresh and unlock your premium content. If it's not unlocked after 48 hours, contact support.
