I have many friends that are lower than max level and can get into the hideout and have the Commendation but I do not have it and can not get into the hide out. Do you now have to be max level to be a legend?
Im 53 in GH 52 in MA and 52 in OS and cant get into the pirate legend hideout?

You just need to be 50 in at least three factions, purchased all the titles/upgrades once you are 50 with then from the factions and then go speak to the mysterious stranger who will grant you Pirate Legend status.
@lrdchivalry by the broken stair at the front of it in the tavern Play your music and it shall play The shanty of legends and reveal the secret Below your feet
That if you got 50 in three company and bought all their titles and speak to to the stranger
@lrdchivalry If you stand on the rug next to the steps that will appear, the shanty automatically plays. If you stand anywhere else, it is hit or miss.
