I love PvP, I wish people would turn and fight, that being said, this game prides itself on freedom of choice. If they choose to run, they are allowed to. The only thing I would change when it comes to pursuits is that the wind actively changes more. This way it rewards the better sailors who are proactive with wind.

If they're in a sloop and you're in a sloop, they may be a solo slooper and assume you're a crew of 2. of COURSE they're going to run if they have anything aboard worth stealing. If you're chasing people as a solo sloop, you won't have much fun if you attack a duo sloop.
If you want PVP, that's easy enough, just put up a Gold Hoarders Emissary flag and do some Gold Hoarder missions. Eventually you WILL be attacked.
Remember, don't run, even if it's a Galleon flying a rank 5 Reapers Bones emissary flag. This is what you want, after all.
