Many of us who have been Pirate Legends for a very long time can remember the days where an Ashen Athena didn’t even exist.
Most of the game’s Pirate Legends can remember a time where the only way to progress through Athena’s Fortune was to place down an Athena, sail between 8 islands, and acquire your one pop of Athena rep at the end of the voyage.
I always believed that Athena’s Fortune was rather disappointing in that regard. However, with Emissaries and Athena runs, it becomes more apparent that Athena’s Fortune Voyages are in need of an overhaul as they provide very, very little in the way of rep or even helping you get your Emissary grade up; they’re obsolete in their current state.
Thinking About Balancing
A normal Athena Voyage purchased from the Pirate Lord at a gold cost should still be less rewarding than Athena Runs from Duke and the Grade 5 Emissary Gilded Voyages.
The Emissary Voyage and Athena runs both come with heightened risk, so higher gains there are to be expected.
Athena’s Fortune Voyages purchased from the Pirate Lord should change in the following manner:
X Marks the Spot voyages : One X on each map is guaranteed to be an Athena relic
Order of Souls Bounties : Each map should provide between 1 and 2 Ancient Fortune skulls.
Riddles : Should contain collectors chests with at least one Athena relic or skull in the chest.
Cargo Runs : Delivering the goods to the target NPC will allow the player to collect a crate of Legendary Voyages from the NPC.
The final map remains as one Chest of Legends.

As Athena’s Fortune Voyages are lower risk than Thieves Haven Runs, I believe this change in the loot balances Athena’s Fortune Voyages very well by providing Athena Loot and more viability to use these voyages as an Emissary but not too much so since the time investment is still remains greater than Thieves Haven Athena Runs.
