Other than chumming* for shark might I suggest that any meats be permissible to catch sharks. Only to be used as bait when uncooked. No cooked meats for sharks. And to decrease shark spawn time allow for meats to be tossed into the water to attract sharks.
*Chumming - The act of asking your crewmate (chum, buddy, old pal, you get it. I hope) or yourself to float in the water until such time a shark approaches off in the distance.
