The issue with incentives is that most of them require progression, which Sea of Thieves won't have. It's a sandbox pirate game, you're meant to adventure with old friends or find new ones on the Sea, and look back at the memories rather than look forward to the rewards.
It's great that you (and all the other current SoT players) enjoy the 'fun memories' experience, but also remember Rare is a business which needs more players to be able to sustain and fund any further development of this game.
There are multiple factors that determine how fun a game can be, which are (but certainly not limited to):
- A sandbox environment, for adventures and exploration
- Multiplayer, to experiene said adventures with friends and potentially new friends
- Competitiveness, which Rare is trying to achieve with arena (rankings missing)
- Progression and incentive to play, which other sandboxes have as well!
- Personalizing your character/vehicle/house/pets
- Skill, to separate yourself from the rest
- Replayability
While SoT has many of these features, the biggest one it's lacking is progression. At launch, SoT had an IMMENSE following on Twitch, reflecting it's enormous potential and interest. Nowadays we're lucky if we have 1000+ people watching sot. While I agree that Twitch views does not exactly match the player count, it does show proportions. Maybe with slight differences in percentages between games.
The reason people didnt hang on to SoT is because they were lacking progression (a.k.a. incentive to play). People were expecting a lot more in terms of progression and instead of got cosmetics, which was a huge disappointment for people that had dreams of purchasing their own ship. Instead everyone get's all the weapons and ships and everything right from the get-go. This wouldnt be such an issue if SoT require a lot of skill to master, but let's face it... it doesn't.

That instant "which Sea of Thieves won't have" is what defines the current playerbase of Sea of Thieves. How do you know Sea of Thieves wont have a certain feature? Developers change their mind all the time, if their game isnt as popular as they want it to be. I'm not going to call you and all the others fanboys or something, but the playerbase that's left in SoT is an extremely niche category that no other game has. As soon as someone suggest progression, people from that category instantly defend the values of SoT, which Rare made up in 2015. What if Rare wants to change the game but feels obligated to stay the same because of the voice of the niche community (hardcore playerbase).
While everyone is entitled to their own opinion, please do realise that this game will continue to lose players if it does not add progression. Eventually, after you've had the magnificent journey with your friends for the 100th time, you'll get bored of it. Eventually, after seeing the same names in the game and on the forum, you'll get bored of it.

That said, Sea of Thieves has a relatively small playerbase in comparison to some games anyways, but it's great for those who do like it.
Wouldn't you want Rare to do better though? Doesn't this seem selfish? The game has/had potential to become the biggest games out there, playerbase and streamviews. Instead, it's one of the smallest. Don't get me wrong, just your opinion by itself doesnt matter. But every time I try to suggest things like this post, people that enjoy the game as it is right now try to defend it's current state, no matter what! the game should evolve, WITH progression. There isnt a game that's perfect for 1 individial. I disagree with some things too, but I accept it so that the game gets more revenue and keeps evolving. Think about that.
