So, since the Cursed Sails update began, I've had a strange bug that, for some reason, makes it so that, no matter how many time I inspect Wanda's shop and read the journals, the Commendations won't pop for me (even though I did get the Doubloons for both of them the first time, when they SHOULD have popped); this makes the game think that I haven't finished these tasks, even though I HAVE (several times), which in turn prevents me from getting the dialogue options that I need in order to finish the quest and obtain the region-based sails, which in turn makes it much more difficult to obtain the associated Commendations and their Doubloons. This wouldn't be such a big deal, except that I've already submitted a support ticket, which has apparently been closed with no resolution whatsoever, and I'm still having the same issue. So, since the support staff is apparently unable (or unwilling) to help, is there anyone else out there who has experienced this and/or knows of a possible solution? I know there's an article regarding this issue, but I think my problem is slightly different, as nothing that is suggested in that article has worked for me. I would appreciate any help that is offered. Thank you.
Wanda's Quest Bugs
Yeah, I've seen similar issues, but in those cases it's usually fixed within a few seconds or minutes, like you say; this has been ongoing since the beginning of the event. I've tried everything, from refreshing it, to restarting the game, to restarting the Xbox app, to redoing very step of the quest numerous times. It all seems to be tied to the Commendations not unlocking properly when they should have, since I DID receive the Doubloons both times. It has to be something internally within their system, since it apparently registered me having completed them and rewarded the Doubloons, but for some reason the Commendations weren't triggered as well, and nothing seems to do so. Also, an update regarding the support staff: I am actually being helped out by Steelstorm (thank you), so please disregard that part of my previous post. I'm also dealing with a hell of a toothache, which is testing my pain tolerance as well as my patience.

I had the same issue, I hadn't read the tattered notes on the outpost skelly signs before I visited the shipwrights. This seemed to work for me, unless it was coincidence.Ahoy maties!
Some people have been issues with this, there is now a dedicated support page you may want to check out to get this sorted.
@musicmee Thanks, this might be helpful for others, and if so, great! but I've already viewed it and tried everything there. my main issue is the Commendations not unlocking even though I completed the tasks, and was even rewarded with the Doubloons. Since the game still reads the Commendations as locked, it apparently assumes I didn't actually complete the tasks, and therefore won't give me the dialogue options needed to finish it.
