You may have gotten a communications ban from Xbox live(Check your messages on the Xbox app), or your mic may not be properly plugged in or it is not on the right source.

This can happen for a number of reasons one of them is being banned from text chat - as everything you type is monitored and can be reported. You can also get banned from text chat temporarily after flooding text chat.
