Me and my friend have completed as far as we know, the hungering deep but we dont have the tattoos for it...we visited the tavern lady, found the journal at shark bait cove, AND went to the unmarked island, AND killed the megalodon....do we just talk to merrick? go to a shop and buy them? what are we missing?

@onyx-wartooth You need to buy them in a clothing shop. The shark set is given by Merrick once you are far enough in the story.
@onyx-wartooth you where able to fight the megalodon without the third journal and without the drums?
@schwammlgott yea, did it twice! it was so much fun! all you need is someone that can trigger the boss...i didn't even have the first journal much less talked to merrik...but i still got the title and figurehead
