As it stands right now Pirate Legend/Athena's Fortune quests just fill up your quest wheel with Merchant/Gold Goarders/OoS quests.
When you get to to the end you get a Chest of Legends.
That is a very boring and bad design choice. Who wants to play for 4 hours to get a chest to get rep for a faction the same way you did for 50 levels for the other 3 factions?
Instead Athena's Fortune needs an overhaul with a game update focused on it, large content drop/changes. I propose the following:
Pirate Legend quests are unique and not like the other faction quests whatsoever. They provide new gameplay and ways to interact with the world. Real endgame quests. Now you might be thinking why limit new quests to Pirate Legend when the grind to get there many find boring/tedious already? That should be the focus of another update in addition to this one improving Pirate Legend quests to be meaningful and rewarding. You should be able to hop and play for how long you like and still make progress in Athena's Fortune.
Some possible quest ideas:

Pirate Lord wants you to retrieve a powerful "relic" of mythology (Trident of Posiden/something else), it can not be found on any known map. Hidden Islands come into play here, 1 of 3 when you arrive triggers a public event with Mermaids/ancients, new combat where you can you use the relic against them/battle and return it to the Mysterious strange for rewards/rep.

Escort the Ferry, you have been tasked to escort the Ferry from the bottom of the map to the top, Worlds End. Ferry emerges from the depths and you have to protect it from other players/Kraken the new sea monsters/new hostile Skeleton ships.

Real Kraken Battle, If you go to these coordinates the Kraken immediately spawns and the difficulty of the fight is 3x harder than normal.

Shark Hunting, Kill sharks to collect a new item; Shark Skin, collect 10 or so Skins and return them to the Mysterious Stranger for a reward.
There are many more possible unique quests, but I feel 3-4 would be good to start.
