EDIT: Because people can't understand me properly, I'll explain it here.....I don't mean fill the seas with loads of npcs, I mean have a mere handful of things in the seas to add more player interaction and content, we have skeleton forts, why can't we have huge ship "forts" that work on the same premise, but with ship combat instead of ground combat.......carry on :EDIT
I'd love to see NPC ships in the waters, like trade vessels or pirate hunters. I believe it would make player interaction a lot better, and give another thing to do in the world, each ship could identify itself with a certain flag, and it'd be up to us to differentiate between ships and act accordingly.
What are everyone's thoughts? Obviously it's not gonna change the game in anyway other than add a bit more content and interaction, instead of some people seeing a ship on the horizon and instantly go into panic mode and run, they'll think twice and maybe scout it out, see what it is or what it's doing, may be they decide to loot it if it's a trade vessel, and if they do another player ship might of seen it and started to head there.
They could do the same thing as forts, have an NPC Man-O-War carrying extreme amounts of gold and it takes a team of pirate ships to take it down lol
