My suggestion is to add mini games (cards/dices) to taverns, maybe if we could gamble some light money on (like 5-10-15 coins bet, just for fun).
EDIT : Get some rating out of it in order to avoid the gambling tag on the game? Ladder system, nothing too complicated... but some cosmetics associated with it in order to make people play.
It could gives us something to do at the outposts. Even settle disputes over a game of cards.

You're not the first person to suggest this. It has been a pretty consistent ask from the community for a while now; turning the old Sea Dog's Tavern into an instanced social hub with PVP disabled and gambling.
The best explanation of why it's not here that I've heard so far is that while drinking and combat are a-ok, gambling would make it PEGI-18 in the EU so it probably won't happen.
@lordqulex forfeit the gambling then. Get points when you win/lose em when you lose... just like a rating. Maybe?
