I think it could be interesting to maybe allow for 2 Scars and 2 Tattoos potentially. Slightly reduces any weird issues that might come up by not going too overboard on how many can be on at once, but would allow a bit deeper customization since people could come up with numerous combos (or still choose to use just one slot or none at all).
So I could be alright with this idea, but I do suspect it would still need some limits in place (not that you explicitly asked to just be able to equip everything, more just driving that sentiment home).
The main issues with this would be that Pirates with multiple scars on may look just messy and I think adding the ability to have two types of tattoos could only work with the Sailor Tattoos as the full body tattoos together would look awful.
I do agree though that we should be able to wear two hooks or two peglegs, it just makes sense
