Let's take only the people who have purchased at least a single promotion for any trading company as I think that's the bare minimum someone would have to have done to be taken into account.
That would be 34.59% of around 27,26million players or 9,43 million players who've bought a single promotion, or in other words reached level five.
If we compared the amount of pirate legends to players who've reached at least level 5 the precentage of legends would end up being ~11%
Using the 3.05% of Pirate Legends, or even your adjusted 11%, as a comparison to the 2% Rare stated for Arena is an incorrect starting point - as much as I would love to add it to the argument. The 2% Rare stats is activity based (where we spend our time) and the PL stat is against the overall community.
A closer comparison would be the Athena's Fortune Emissary leaderboard to get an idea of how many are partaking in PL activities - although that would leave out those who do Athena activities without an Emissary. We would also still need an overall figure of the total number of unique players in that month to derive an even semi-accurate figure for what percentage is doing AF Emissary. Adding all the Emissary figures together might help - even if there is overlap, it's still a gauge of time spent... though, again, it omits occasions when players aren't flying an Emissary.
TL;DR - unless Rare gives an accurate figure for time spent doing PL activities, this is a useless comparison.
