I think rowing boats should adopt the texture and style of your ship's hull once attached to a ship. While it might be a bit hand-wavy to have a rowing boat magically change colour, it just looks wrong to have this plain wooden rowing boat attached to your magnificently decked out galleon, brig or sloop.
Or, if you really need an in-fiction justification, give the player a "Paint Rowing Boat" prompt that does this.
What if rowboats keep their look, but if you have a docked rowboat and you go to the shipwright then you have the option to pick your rowboat livery based on one of your available hull liveries as an extra option in the ship cosmetics (like how you can pick an outfit for your pet but only if you have the right sort of pet selected)?
That way you can keep them as-is if you steal someone else's fancy rowboat you might not have the paint job for yourself.

I don’t care for the manual paint your boat option but I love the idea of your rowboat color changing with the main ship.
Except for the decals on the ships hull, most of the ships have the same colors. They just mix and match the secondary colors. I would color the rowboats the main color of the hull. If Rare wishes they can take it farther with adding the secondary colors. The rowboats are too small for the decals.
If you find someone else’s colored rowboat and want to keep the color, simply undock it from the ship and change the ships hull to a different color and then redock the rowboat

@mostexpendable That's an interesting point. Hadn't thought about stealth considerations. Manually setting it at the shipwright like other cosmetics would be best probably, though it would be cool if there was also some way to do it while not at an outpost. Though I'm not sure what form that would take.

@metal-ravage That would be cool if you could buy rowing boats. Ideally you would have both, letting you decorate found rowing boats, but also what you suggest.
I like the idea of a separate tab at the shipwright, a rowboat tab. Where you can alter the skin of a rowboat only if you already possess one.
This new tab would have the default sailor rowboat skin, and either have your hull liveries in the inventory or have an entirely new line of rowboat cosmetics available for sale.
