It happened twice to me now, when you reach lvl 5 Emisarry Flag and claim your mission and do the 3 Voyages, you should receive a last mission which is the Mission you get the Athena from. Sometimes when you've done the 3 Missions you won't get the "Athena Mission" you must die first to see it in your Voyage inventory.
Athena Emisarry Bug
Cool! I didn't know that Emissary would give out an Athena quest at the end. I thought that when you hit lvl 5 Emissary, you get a quest from the faction but that was it. This is good to know lol
I did find out that when you're done playing if you vote to lower your emissary flag you can get 5k-10k which I discovered by accident. There were a couple of times when I would finish my Emissary quest and disconnect without lowering my flag...
