With the barrel's new emote a wave of tuckers is coming. Even if i don't like it, i'm not against it, it's part of the game and legit, but what if pets could locate "strange" barrels on ship?
The idea, maybe not entirely new, is that when a pet get close to a "barrel" can start to bark or growl at it (in case it's a dog or cat i.e.), maybe once of two or something.
This can make everyone happy, Rare because you need to spend ancient coin for pets, tuckers because not everyone has pets or activates them and they can be tracked up only if pets passes near by, non-tuckers because they have a chance to locate tuckers.

Utility for pets
This would be considered "Pay to Win" because you have to spend REAL Money to Acquire Pets that would give players an advantage to find people tucked. Also, a wave of tuckers are not coming, they have been here for over 3 Years. This is simply just another emote added to the game. It's up to the player to use knowledge and skill acquired from playing the game to find said tuckers.
Pet's will always strictly be cosmetic.
I'm not a day1 player so i trust you about their presence and i agree about the skills, but i think that at most it "could" be considered "pay to win".
If you think about it, you don't HAVE to buy ancient coins because you can find them in game, i personally found around 2000 coins in few months of play. Moreover, this emote is free now, but will it be free even after season 2? will all players who come after get it for free? if not, this can be seen as a "pay to win" too.

It's not hard to find people who are tucking. You should always be aware of your surroundings when approaching islands or outposts. If you see a mermaid than that means someone is close by. Learn possible tuck spots, think like an enemy. Where would you hide if you was them and had someone approaching.
The beauty of the game is everyone is on the same playing field and your skills and knowledge is what wins fights in this game, that's why Boats will never have upgrades.
I understand you can find free ancient coins from ancient skellys, but what if someone just never has the option to find one? I could say the same about the Shrouded Ghost, some people have been playing for over 3 years and still never found that meg, but I found it during year 1 of game play.
As far as after the season is over, I am not sure if emotes or cosmetics that are tied behind levels that were never unlocked will become available to people in the future. That is something people will have to wait for and see.
