Rare had a fantastic first year with sea of thieves. They took a world that many said was shallow and had no content (a stance I always disagreed with), and really turned it into a dynamic and living world through their additions to the game. Now, with the removal of emergent skeleton ships, making megs less agressive, making roaming skelly ships less aggressive, nerfing the kracken, sniper skellies, and the devils roar once again being made less dangerous, it feels like Rare is undoing all the work they did over the first year, and returning the sea to the empty puddle people once said it was.
So to the main point: the only reason I can think of for Rare to do this is to make the tame more accessible (in terms of difficulty) to more players. Now I am perhaps kind of a jerk, and don't believe that every game shoukd be made accessible to players of all skill levels. If there is no challenge there is no point. That said, even though I disagree with that philosophy I do understand it. But accessibility (once again, only in regards to difficulty) goes both ways: if you make the game accessible to less skilled players by making everything easy, than you make it less accessible to people who need the challenge.
In single player games this is easy: add different difficulty settings. In a game like sea of thieves it is more difficult. Tje only solution that I can think of is to make different regions more or less difficult. Return the roar to the fire spewing hell that gave it its name, set npc threats in the wilds back to their most difficult, have one region be easy land, and the last fall somewhere in between.
I don't particularly like the idea of dividing up the world like this, but at least it leaves areas to challenge yourself in if they are going to nerf so many things. And it does open the ability to.duck into a more dangerous area when being perused in the hopes that a kraken will eat your attacker.
And because I know it will come up: no I don't think any of yhe areas should be pve only, thats contrary to the point of the game, and no I don't think easier areas should give less rewards, I don't care how many missions someone else had to run to get to legend, or how many skeleton teeth they had to floss to get the undead dentist title.
