Yep, it's dripfeeding, and it's gotten really bad over the course of the game's post-launch life.
I can remember the broken up release of the bonecrusher set, but at least we got it all over the course of like a month and a half. Following that Forsaken Shores dropped 3 full new sets on us. Shrouded Spoils gave us the entire Wailing Barnacle ship set, cannons and all.
Then they slowed down. They started dripfeeding partial ship sets. We got the Mercenary Voyages, where we only got two pieces of the Mercenary Ship set. Then the Wandering Reaper set is without a figurehead.
No new clothing sets in between whenever Forsaken Shores released (September) and the Anniversary Update (end of April). And the clothing set for The Arena isn't even complete, and it should be for winning 100 Arena matches. The Parrot set I think is the only complete set we got with Anniversary.
Pirate Legends have one truly exclusive set whose release has been stretched over the course of more than a year and still isn't complete. The Ghost Set seemingly hasn't even been thought about since Cursed Sails when they added the ship.
This is my biggest criticism with the development of Sea of Thieves. For a game who's entire progression model is cosmetic, we shouldn't be left waiting for individual sets to be trickled out over a span of several months. We should have had these sets completed already and then some. We should be seeing new cosmetics every month or so.
I believe they need to re-think this strategy of forced longevity and stop holding back cosmetics. I'd be willing to bet the Forsaken Ashes cannons and stuff exists on the back end but is being held back. I highly doubt they just create partial sets internally.
