I've seen this ship twice now on the map. I even asked support and I guess they thought I was talking about a ship skin? First time I sailed towards the ship and it looked like actual players on board. Second time it disappeared before I could get any screenshots of it. I'm just super curious as to what it could be.

Its a pirate crew that is choosing to fly the reapers mark flag matey!
