Customizable Alliance Flags?

On behalf of all who kinda want their own fleet and own flag, and with the new alliance system coming out, I decided to make this. Basically, it's the flag that should be flown under the Main Flag, with the pennant flags on the fore and aft masts. Sadly the most likely scenario for customization with flags is choosing them. But might as well ask for a way to design out own flags, kinda like how Potco and Potbs did... with then moderating said flags to make sure they weren't offensive
