They had plenty.
They created settlements and towns with rule of law and democratic institutions in an era where totalitarian Monarchs and the Church ruled the Western world.
Hell, they even had a form of workman's comp to provide funds for pirates injured on the job or for their families.
Pirates were politically and socially pretty damn progressive for their era.
They were political tools of warfare that were villainous wretches to other countries. They often murdered, r***d, and pillaged. They were not nice men, but contractors of high seas warfare.
Just because they were a proxy tool of the elites does not make them progressive. Also, progressive is being used too much to describe thinking that is often the exact opposite.
As for safe zones- everyone jumping on the O.P., he did not say social hub. A safe zone is a broad term. There can be useful safe zones if they do not directly conflict with previously established proven game design.
We can summarize it best by making safe zones a loot free zone. Any loot on your ship gets dropped into the sea when approaching a social hub.
This would allow a social hub but prevent it from being abused as a method of escape.
