You should be able to raise a flag from a ship you have sunk. For example, if you have forgotten to raise a flag for hourglass and you sink a ship, you should be able to raise their flag. This would preserve their emmisary grade as well.
Raising emmisary flags from defeated ships
Read your sentence 5 times now and still unsure what you mean.
How it is now: When you vote for HG and dive, you automatically raise an emi flag according to your allegiance faction you represent. As in, you represent Servants then you get Reaper Flag.
Or do you mean something in adventure? Like, having no emi flag and sinking a ship and easily continue as Reaper/Athena/Guild 5?
If you meant that, that'd be unbalanced.
