It's not a big detail but quite relevant for Sea of the Damned lore, where, according to last ship standing design, even fishes are ghosts, so why shouldn't mermaid look like it looks in Sea of The Damned when you travel through them doing Tall Tales?

I'd imagine they were pressed for time considering they already had one delay for this limited-time event, and so they didn't bother with tiny mundane details like that.
Just pretend the mermaid is dead and is a ghost instead.
