I have ran across the Breath of the Sea's just vanishing when you put them in the Mermaid statue to hold till you can return to the ship. Once you open the mermaid at the surface the Breath of the Sea is the only item missing. This can happen at every treasury and shrine, but it doesn't happen every time you place you in the mermaid statue. So if you are going for the Coral Curse, I suggest you just swim the Breath of the Sea to ship, do not put it in the Mermaid statue. I have heard there has been issues with these mermaids before. Just raising awareness of the issue, I have lost 8 Breath of the Sea to this problem.

@boneheart1237 Just so you know we did put them into chests ( friend thinks he put them in without opening the chest and taking the gold)
@l-zeik-reid-l Well I just wrapped up my Sunken Kingdom commendations/achievements just 2 weeks ago and did not have this issue once while accumulating the Breath of the Sea, doing several in a session at a time. The only one I lost was due to another pirate coming up on me after I surfaced and retrieved the loot from the mermaid. I never put them in a chest, leaving them loose so I could grab them first in case I needed to beat a hasty retreat & they were the only item I cared about at that time. So I do not think it is a wide spread problem, but may be linked to putting it in the chest then the mermaid statue or was just server weirdness at the time.
