Ship supply barrels not surfacing

From the patchnotes: (known issue)
Resource Barrels released from a sunken vessel will no longer float to the surface and will currently remain underwater. However, the resources can still be retrieved from these barrels while underwater.

Related issue - the barrels of the barrels'o'plenty are not always accessible when in the water, you can take their contents when on the harpoon though.
