Glitterbeard and Umbra journal commendations not being reward

Recently I’ve been trying to get all of my Legends of the Sea commendations. When I check my last two journals needed I saw that they were ones I had already found, Smuggler’s Bay Glitterbeard journal and the Merrick Roll on Reapers Hideout. I tried resetting my game and get the journals again but it still didn’t work. Has anyone else had this issue?
