Phantom Orders not spawning

Long story short, my game crashed as I killed the last phantom on Cannon Cove. The game let me back into the server at Cannon Cove with my progress intact, but no phantom orders to be found. The game has now crashed a second time just standing around cooking chicken waiting for the orders to possibly spawn. Is there any hope of these things spawning, or am I one of what I am unfortunately seeing is a large amount of people who are getting screwed on this mission?
