New content itself is supposed to be enticing for players, without the need to dangle a carrot.

For a couple runs, yes, but it does not equal to longevity. The content stops being relevant to players rather quickly.

If you watched the video it never showed COF it showed the Chest of bones. Also in insiders it gave us the list of items included in the mega stashes which had no COF in it. The top section was a misprint. It clearly stated COF is in FOF again.
