So, I feel adding a new hub that has the following qualities, would be a great addition to the game, and it could boost the social aspect of the game, and create more player stories.
Create a new Island, where there's Parley, they way parley works, is that you aren't allowed to attack others, but I don't mean, you are unable to damage each other, I mean, if you do, the entire fort turns against you, and your crew, they sink your ship, etc.
Loot cannot be sold here, I think this one speak for itself, if we aren't able to sell loot, people will have the regular incentives to go to the regular outposts
you can purchase, voyages, captain voyages, you could even make them thematic, or perhaps better ones that you can get in outposts, you can also restock and repair your ship
Maybe some sort of negotiation table, where gameplay depth could be added to alliances, and we can set up percentage loot splits, like a big crew and a sloop do a 70%/30% split, and it could be handled by the game so players know it's fair
and there could be other incentives to get people on this island
The idea here, is to try to create a player hub with groups of people
