Items like a hat/ old boot/ skull/ fish bones which you are able to catch with a rod should be obtainable from islands. I saw many fishbones on the islands aswell as regular skulls and few hats.
I think that rare should add them as a common spawn on the islands.

@avecrux If you can collect them as common spawns from islands, it would make the entire commendation tied to them pointless.
@avecrux The commendation is no different than rare fish commendations.
It is the Chest of Sorrow type of rare, not the Box of Wonders type.I assume by random you meant rare, because fishing old boots is less random than red splashtails as the criteria for catching boots is more specific than for red splashtails.
