They never said it was supposed to be there before Arena. They said they would try their best to have it ready before Arena, but like @Tre-Oni said they couldn't get it right.
Let's face it, they want streamers to play the game, and as most use a pc to do so, they want them to look good and have the easy kills to keep them feeling special and interested in playing SOT. That's why opt out is not here yet. I mean, how hard is it after 7 months to add a select yes/no option in the main menu and get this sorted.

Do these people ever give up lol everyday it's something new, i've notice over the last few months complaints of pc player having a major advantage and xbox demanding the removal of cross play. Now that cross play has been delayed the same people want private pve servers, not long before this the same people were complaining about the lack of content the game had lol. All of this boils down to not fully reading or understanding from the beginning this game is pvp at the core no matter how you look at it or try to make up excuses to get your way.
Just wondering what's so bad about PC players. I could understand a desire to separate people who use controller from the ones who use keyboard and mouse, but funnily enough shortly after Rare announced them working on a way to disable crossplay, Mircosoft announced their new keyboard and mouse peripherals for XBox One.
