What's wrong is already explained. I think it taxes the server code because it causes queues to be made. If it doesn't then I'm not opposed to an option to turn it off. You're weird for liking it though. Lol.
I don't think it causes queues to be made server side. The actual turn-in is happening server side, but the message is all happening on your client. We had issues with turning in loot during launch. It could sometimes take ages for loot to actually start showing up (with that I mean gold, top right).
Turning in loot was then fixed and everything ran smoothly.
So how can we be sure the scrolls aren't linked to queues on the server? Well, the scrolls have a massive delay once you start turning in item after item. The gold on your top right will flow in steadily right as you turn in the items, but the scrolls will pop up much later. This is because the message, animation, jingle and everything related to it happens on your system. How fast your system is able to compute the list will impact the amount of time it takes to go through it.
For example:
My girlfriend and I play with two friends of ours on a Galleon. Once we start turning in loot at the end of our session, my system will gradually start to get ahead of her scrolls while the gold is in sync. It takes time for your system to load up the proper scroll, message, visuals and sounds. It puts it together and renders it out. Again, this is all happening client side.
So yes, an option to turn it off would help you.
