Loot floating mid water - can't pick up

One issue is have noticed that may be known, happened last night where after a fort battle a ship was sunk with loot on it the loot, floated, then sunk as usual but stopped halfway from the surface and bottom of the ocean and just hung in space. We were unable to pick up the fort skull, the stronghold chest and several other chests. No button prompt ever comes up.
