As a note if you Enable Cortana (Xbox One or Windows)., this will automatically enable Text-to-Speech... this will read out text chat., enabling in Game Options (Xbox App // Settings on Windows 10., not sure where it is on Xbox) it will Transcript and Translate whatever you say into Text Chat (again you need Cortana Enabled).
Combining the two is quite useful for Cross-Language Communication., although I'd strongly recommend people train their Speech Recognition.
Mine is quite familiar with my voice at this point as I've found said feature exceptionally useful for being able to get Cortana to handle background operations or write out documents while I'm doing other tasks like Creating Art or Programming.
Which I can then later clean up for Design Documents, Specifications, Concept Notes, Bug Reports, etc. but I think as a Game Feature it's pretty damn awesome, especially as Microsoft Translator is now an always installed Feature of Windows and Xbox.
Hopefully at some point in the near future they'll have the feature they showcased Microsoft Translator with when it was a prototype, where it would build a Custom TTS Voice from your own Voice; then would use that instead of Microsoft Hazel / George.
Was a little surreal hearing a close proxy of yourself speaking a language you couldn't speak.
