A huge thank you for taking the time out on Easter Sunday to post this. It is and has been one of the longest ongoing topics of speculation on the forums with a huge range of differing ideas and opinions. To be given a glimpse of how Rare sees the world of Sea of Thieves in it's entirety is very exciting.
I want to post a sort of precis here, largely for my own benefit, but to also make sure that I'm interpreting what you wrote correctly and it might be of help also to others and lead to further discussions.
So....what I'm understanding is this;

Sea of Thieves is a newly discovered 'world' or area full of risk and opportunity - think Indian/Pacific Ocean rather than the Caribbean during the Golden Age.

This world is peopled by NPC's who've arrived here, much like us pirates, attracted by the possibilities of gaining fame, wealth and adventure, possibly even safety or freedom from a former life. Some will stay and others will move on and new characters and groups will arrive over time.

There are other residents of the world - in the form of mermaids, oceanic inhabitants, skeletons and threats and more, who also provide evidence perhaps of former explorers or treasure hunters.
NPC's then are there to provide a supporting role for players to play in the way they want to rather than as the 'givers of quests' or prime directors within the world.
So we might see;
- Merchants, NPC's representing factions or trading interests, residents of outposts but also those that provide a backdrop and support for players who might want to play as Smugglers, Explorers, Bounty Hunters, Conquerors, Naturalists - and of course all these motivations are fluid depending on the Voyages we choose to follow.
And all the while, we have the ever present danger and thrill of other players, going about their own business within the world and whom we can choose (or not) to interact with.

Some may very well provide the player with Voyages, based on their importance, with some groups being more permanent while others move on more frequently. That's the aspiration of course. It relates quite closely to the progression work on-going at the moment. As soon as we make good progress, we'll share more on this and the progression systems in general.
[EDIT] - On the premise of the world, our approach is that the Sea of Thieves itself is a legend, a place that seafarers hear rumours about and seek the clues to plot a course to. Unlike Valhalla, its a real place that exists but its not on any known maps. Only rumours and myths persist, but its enough for some to make the journey...
When I mentioned that the 'Golden Age' is yet to come to the Sea of Thieves, what I mean is that we don't want players to feel like they've arrived too late and missed the best bits. All that is still potentially to come and players (all of you) will have a hand in that as the Sea of Thieves evolves and gets richer over time. Players will play a role in the lore of the world.
