Scar, tattoo, and title cosmetics - Outpost Store Update

I know it's a small thing but why in the outposts do we have an option for scars but none are sold, not even the old ones from previous season passes. We get the option for the weapons and clothing to buy in doubloons but not pirate vanity? With the Bilge Rats and the Black Market release can we have those cosmetics to be an option for purchase.
