Just completed the Shores of Gold tall tale, and I can confirm that while the Gold Hoarders Skull does increase your rep level when picked up, it does not sell for additional gold if you have emissary 5, or any other level, I believe.

If it was only a tall tale Item I assume it wouldn't give rep for order of souls, I think the fact that it is legitimately an order of souls skull and not an item I hand over to the Pirate Lord or another Tall Tale NPC, makes it specifically a sell-able Order Of Souls item, especially considering any order rep will take it. It also is still a risk to pick up the skull, the quests completion is on the kill of the Gold Hoarder, the skull is simply loot, no commendation associated with the selling of it.
