Level 10, 20 Athena exclusive items

    I feel like getting pirate legend is (basically)pointless if there was a special more of a reason to be come pirate legend I feel like the game would get more popular than ever!

    There are Athena exclusive items for each level, either you haven't actually visited the Legend's hide out or you are just being unclear with what you want.

    If I remember correctly the ghost hat is unlocked at 10 and the ghost cutlass at level 20.
    So I not sure what you mean about having exclusive items for those previous caps.
    Do agree about Pirate legends needing something that most would strive for

    Becoming Pirate Legend nowadays is often likened to completing the tutorial. With emissaries, PL is easier than ever. Pirate Legend, to me, was just a milestone of self-pride. I'm all for improvements to perks for Pirate Legends, but I think improving any part of the game to be more engaging is just as good, because all the regular players are PL anyway.
