the legendary fort commendation want you and another to be at a active fort and blow up skeletons. ik its meant to be hard im not complaining about that but perhaps the kills could be a radius thing instead of a all for one

Any crew in the vicinity gets credit. It's a little buggy though. But, we had a sloop that wanted to work with us. They stayed on their boat the whole time and got credit for every one. We were then super nice and gave them the loot as well....its just easier to group the skellies together with fewer peeps on the island.
It's a Radius thing. I've had 2 other crews join me and my crew while we were clearing Comms at the Fort. Since I didn't need them to help out, I asked them to stay on their ship while we herded the skeletons and blew them up.
Everyone got their Fort Commendation.
That being said, the (50) 3 Bone Skellies achievement and the Chain Reaction achievement don't work that way. You need to be in the crew that blows up the barrels.
@shadowstrider-0 are you sure you/they are killing at least 5 other skeletons apart from the gp skelly ?
