During season 17 community weekend I earned a voyage of luck watching through twitch drops, but it never loaded on to my account. I’ve had plenty of drops in the past so I know my account is setup correctly to receive drops. Is this a known bug, have other people experienced this?

I only had one available in my chest which I presume was my login bonus for the season rather than the twitch drop.
I did get the Legendary Search of Cursed Chests which disappointingly had no boosted loot and was just something I could have got from the ships quest table.
Guess its good for those who have not unlocked the voyage yet.I didn't receive either Twitch drop voyage either, despite getting all the other drops. Same thing happened with the Voyage of Luck with the last round of drops a month or so ago. Submitted a ticket then. They told me to disconnect/reconnect my Twitch account, which I did. Still didn't appear. Then they put my ticket on hold until the voyage from the Twitch drop expired a few weeks later. At that time, they closed my ticket.
Submitted another ticket this round. Received the same standard reply. Disconnected/reconnect my account again just so I can tell them I did it. Now, just like before, my ticket's back on hold. I expect they will wait a couple weeks then close it just like they did with the last one.
Hope you have a better experience then I do with support and these specific drops.

What helps me when I don't have such a Voyage (the update ones) is start & finish another voyage (e.g. a short Gold Hoarder) and then check again under Limited Voyages.
For what it's worth, I did that too. Completed a voyage, tried diving to a new server (since sometimes diving resets them also), and nothing. It's just an issue they don't know why they have. And it just depends on the support agent that picks up your ticket. My crewmate had the same issue as me both times. With his last ticket, they just gifted him the voyage. Not my agent. My ticket is put on hold until they don't have to deal with it, haha! This time I don't know if he submitted a new ticket or not.
Either way, I'm not stressed about it. It's just a voyage and I've never had a problem with any other drop that support hasn't been able to resolve for me. There's just something different/special with these drop voyages that makes them problematic.
Yea I didn't get in the last 2 drops either. Also never been awarded the renown. Support can only see that we claimed the drop but apparently can't see the data of if the reward actually was applied in game? Weird... But I reported it last time and again this time. I also never got the fishing voyage 3 or 4 drops ago? But I figured it wasn't anything special and no one else seemed to talk about it so I shrugged it off. But there's clearly something wrong with the twitch drops and this new voyage system. I recall my 1st twitch drop voyage of luck gave me both a normal and a legendary one but because I was a legend I wasn't eligible for the normal one so it showed it chained off. My speculation is they did something to try and hide the normal voyage of luck from us if we are pirate legend? But instead it's hiding both? That's just my guess as to whats causing the issue. Doesn't explain the lack of renown gains though. I did get the voyage of cursed chests which I deleted in an attempt to maybe make the game refresh the voyage page. Still nothing. I get all the other drops just not the voyage of luck and renown.
I had been in the habit of doing the voyage of lucks on patch day. Though this time and last I had saved the voyage until twitch drop day then did my monthly voyage of luck then claimed the drop when unlocked. So not sure if the game has some kind of cool down on voyage of luck as well and since I had used one that same day it just ignored giving me a new one?
Just checked for the response from support on my 2nd time reporting this and it was a canned response didn't even read the bug report. At least the last agent put in some effort. I forgot why I had decided to give up bug reporting on this game.
