The only way ive gotten any time to count of the 25 hours needed was watching my own stream. When i watch others its not counting towards the 25 hours.
Creator crew watch time isnt counting

This is the way the commendation is supposed to work...
The hours watched is the amount of time your accumulative watchers have watched your stream for... so 5 visitors watching for 5 hours each would unlock the 25 hour commendation.
